تتابع المؤسسة الليبية للصحافة الاستقصائية (LIFIJ) بقلقٍ بالغ حملة المضايقات الإلكترونية الممنهجة التي يتعرض لها الزميل الصحفي الاستقصائي محمد القرج، عبر تقديم بلاغات جماعية كيدية ضد صفحته الشخصية ومحتواه الصحفي على منصة “فيسبوك”، في محاولة واضحة لتقييد عمله وإسكات صوته المتخصص في كشف قضايا المال العام والفساد.
وتؤكد المؤسسة أن استهداف الصحافة الاستقصائية بالأدوات الرقمية يُعد شكلاً من أشكال العنف الرقمي، والترهيب الموجه ضد حرية الإعلام، وينتهك الحق في التعبير والنشر المكفول بالإعلان الدستوري الليبي لعام 2011، والمواثيق الدولية وفي مقدمتها المادة (19) من الإعلان العالمي لحقوق الإنسان، والعهد الدولي للحقوق المدنية والسياسية.
عليه، فإن المؤسسة الليبية للصحافة الاستقصائية:
– تعلن تضامنها الكامل مع الزميل محمد القرج، وتدعوه للاستمرار في أداء رسالته الصحفية دون تراجع.
– تدين شديد الإدانة استغلال آليات البلاغات الجماعية كأداة حظر وسلاح لإسكات الصحفيين المستقلين.
– تطالب إدارة شركة (Meta) بالمراجعة الفورية للقرارات المتخذة بحق محتوى الزميل، والتمييز بين الانتهاك الفعلي والاستهداف الممنهج، وإعادة المحتوى الصحفي المُزال.
كما تدعو السلطات والجهات المعنية في ليبيا إلى توفير الحماية اللازمة للصحفيين وضمان بيئة آمنة تضمن ممارستهم لعملهم دون ترهيب رقمي أو تضييق.

Statement of Solidarity with Investigative Journalist Mohammed al-Qarj
The Libyan Institution for Investigative Journalism (LIFIJ) is following with grave concern the systematic online harassment campaign targeting fellow investigative journalist Mohammed al-Qarj, carried out through coordinated malicious mass reporting of his personal page and journalistic content on the “Facebook” platform, in a clear attempt to restrict his work and silence his voice, which specializes in exposing corruption and the misuse of public funds.
The Institution affirms that targeting investigative journalism through digital tools constitutes a form of digital violence and intimidation directed against media freedom, and violates the right to expression and publication guaranteed under Libya’s 2011 Constitutional Declaration, as well as under international conventions — foremost among them Article 19 of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.
Accordingly, the Libyan Institution for Investigative Journalism:
Declares its full solidarity with fellow journalist Mohammed al-Qarj, and calls on him to continue carrying out his journalistic mission without retreat.
Strongly condemns the exploitation of mass-reporting mechanisms as a tool of censorship and a weapon to silence independent journalists.
Calls on Meta’s management to immediately review the decisions taken against our colleague’s content, to distinguish between genuine violations and systematic targeting, and to restore the journalistic content that was removed.
Calls on the relevant authorities and bodies in Libya to provide the necessary protection for journalists and ensure a safe environment that guarantees their ability to carry out their work free from digital intimidation or restriction.
